I am having a similar problem using a 56K modem and W98. I
contacted my ISP and they provide some values for adding some
DNS numbers into the TCP/IP but it did not seem to help very
much.  Their secondary solution was to delete all of my networking
and reinstall it.  I haven't gotten desperate enough to do that just
yet.  (Right now my internet connection is not working at all, but
that is a different story.)
