My comments relate to Win98, as I do not have Win2000, but I think they
may be relevant.

You probably do not have a physical COM4. If you do not have a COM3, you
most likely do not have a physical COM4. Modem instructions should state
if it should be installed on COM4 or COM2.  If modem needs to be
installed on COM4, it should change attempt to install it on COM2 to
COM4. You should use modem software to install modem. This will insure
that modem configured to install on COM4 is installed on COM4.

COM4 is no longer available when you disabled COM2 in BIOS, because COM4
is virtual version of COM2. Restore COM2 in BIOS.

If you let Windows find and install modem, and Windows installs modem on
COM2, and it works, you could leave it. You are better off with modem
installed on COM2, as you do not have complexity of virtual port.
However, I would let modem software determine port to install modem. If
you do not have software, you should be able to download software at
modem manufacturer's website. Even if you have software, it may be
worthwhile visiting website, as there may be an update.
