  This cannot be the correct fix.

  An LED is a DIODE; it allows current to flow (and glows in the
process) in one direction only.  If it is connected backwards, it will
NEVER come on.  If it is connected correctly, it will glow when current
is supplied and go dark when it is removed.  If it's glowing, it's
right way around.

  It does seem, though, like current is being provided more of the time
than it should be.  I'd double-check to make sure that the LED is
connected to the right pins on the motherboard.  [I've worked with too
many boards where it was easy to get this wrong....]
