As always, Thanks to the people that responded to help with this.  It turns
out that it was something very simple.  I automatically installed the
HighPoint Xstore Bus Mastering software supplied on the Cd for this
motherboard.  As it turns out, this was the culprit.  By unistalling this
software, I am able to use the DOS enviornment properly.
