My thoughts on this problem

I have seen this on a computer where the cpu is over heating.

In the case I observed, the machine started up did some beeps, although not
every time.
and powered after a few second.
No video display either.

It was cured, by removing the heat sink compound and that had got  onto the
bottom of the cpu contacts and the Ziff socket.
