Yes, sometimes you can mix with no problems, but sometimes it won't work.

Mixing 66mhz and 100mhz memory should not be a problem for most clone
systems.
Usually the 100's will slow down to match the 66's, but memory can not
speed up so it's backwards compatible only.

The problems may come in another way, clock timing for instance.  There is
2-clock and 4-clock memory.  That is how many clock cycles it takes to do
something.  How do you tell.  Hopefully it has a stick on it to let you
know.   A PC 100 MHz chip may work on one board but not on another,
depending on the board and the other memory it is put to work with.  Also
some boards are sensitive to whether the memory is single sided or double
sided.  these are little details that you will probably not find much info
about unless you like reading technical white papers.

So it is best to find out the true specifications of the board you are
installing the memory in and get the type of memory as close to it as
possible.  IBM's used to be like Compaq's and Dells and needed to get
specific memory for a specific machines, but I don't know if that is still
true moving up to the Aptiva class of machines.  They were the most "clone"
like IBM put out.  But don't be surprised though, if you have to pay a
little more for a compatible piece of memory for it than a clone memory of
the same size.  That is one of the benefits/drawbacks of brand name machines.
