Is there a modem in there on the same com port?
Perhaps the port isn't completely pinned down to the mother board.
If it runs fine in safe mode, then there's another program accessing it when
windows runs normally.  Go to Add/Remove programs and see if there's any
internet programs (Comet Cursor, WebShots stuff like that that may be
installed..  All can think of off hand.
