  You need to determine if the modem is "flash upgradable".  If so,
the modem's manufacturer should offer a "latest firmware revision"
and "flashing" utility at their web site.  [This is highly likely to
be true, for two reasons:

(1) Winmodems do almost everything in software, which means that
upgraded functionality may not involve replacing hardware, and

(2) It's much easier for a "Flash ROM" to become corrupt than a
"real" EEPROM.

  I'm judging that it's more likely that the message has mistakenly
called the Flash ROM an EEPROM than that the modem actually uses an
EEPROM *and* it has become corrupted.

  The modem's manufacturer is about the only one who can really help.
