The following is for Win98. Win95's may be similar, could be not.

Start\Settings\Control Panel\Modems
pick your modem
"Properties"
Pick the "Connection" tab
"Advanced"
In "Extra Settings", add the line "&C" (without "'s).
   I also add there "M0" to stop my modem from screaming out loud any
   time I try to connect (0 is number, not the letter).
OK,OK,OK,Apply,OK, anything it takes to get you out of this hierarchy :)
