Yes  this is not only possible but most UPS have a switch that will do this
for you.
However if you are using a ATX form factor with a soft switch you will
still have to turn your PC on with the computer switch after powering up
the system with the master switch.

If you can turn everything on at once with a master switch now then
you  have a AT form factor motherboard.
