Bob,

My guess would be that you are using Win98 second edition, and this is a
common and noted problem with this OS. You can go here
http://freepctech.com/pc/002/files007.shtml and download the Win98SE
Shutdown bug patch, or you can try the one from Microsoft at
http://www.microsoft.com/windows98/downloads/contents/wurecommended/s_wufeat
ured/win98se/ .
