3com OEM drivers here:
http://www.usr.com/support/s-modem/s-modem-oem-downloads.asp
Here is a direct link to the ME drivers:
ftp://ftp.usr.com/oem/3095/3095_winme_022301.zip
The modem is a USR 3595
it is a zip file so you will need winzip to unzip it.
extract to files to c:\modem for example
and then point the modem install to that folder.

> >I am having a problem with my connection speed. All of a sudden my
connection speed went from 48000bps to 26400bps. I contacted my ISP and was
told that I need to update my driver. I can't get help from US Robotics or
3Com because I bought my computer from a small distributor (who is now out
of business) so they offer no support. My OS is Windows ME. The modem is
U. S. Robotics 56K Win INT. Product ID 3CP263595. Model 0766. I can't
find a driver update for this modem and when I do get it - I don't know how
to install. Can anyone help me.
