Microsoft states:

Problem:
"The CD drive or the DVD drive does not work as expected after you upgrade 
a computer to Windows Vista"

The solution is written for Vista, but also applies to XP. Seems it's a 
fairly common problem in Vista, I've seen it raised many times.

If the registry entries don't exist, you have to create new ones.
