Only SCSI and really old IDE AT drives should be low level formatted. Some
hard drive manufactures use to offer a  pseudo low level format for EIDE
drives that was more of a surface test /  write zero utility then anything
else. What you need to do is over wright the boot sector and any utility
that writes Zeros to the entire surface of the drive should do the trick
for you. Seagate has one for their drives that should work fine.
