I don't know about Norton, but you can access the properties for networks
from Control Panel. I do know if you don't have a Client in the network
properties you won't see the Network Neighborhood icon on the desktop.  This
doesn't sound like what you are looking for though.  In Windows Explorer
there is a network entry near the bottom above the recycle bin if this is
what you are looking for.  I sure don't know what Norton did to your
Desktop, I'd send them mail and let them know about it.  Norton should have
a fix.
