2 hours is probably about right for a 1X copy set at "test and write."
That is assuming that the CD running time is about an hour.  Tracks
don't mean much as the length of the tracks alter the amount of data to
be copied.  Are you sure you were set for 4X copy?  What software are
you using?  You could halve the time to copy by eliminating the test
phase which runs just as long as the write phase.  If there are any
flaws on the original CD, you will create a coaster.  Cheap as blanks
are at the moment, I don't see any big loss in this.

For a 4X copy, two hours is far too long.
