is the COM port turned on in the BIOS?  Do you have a modem installed
somewhere?  Could be conflicts or just turned off..

I have a Dell 4100 933 MHz machine with a palm III hooked to the serial
port.  It ceased to hot sync and subsequent troubleshooting indicated the
serial port had failed (palm and cradle/cable are good; they work fine on a
second machine).  The System device manager said all was fine and there were
no error messages.  I bought a PCI serial card installed it; which went
fine.  System device manager is fine, but like the original port it will
transmit no data.  In both cases the ports were configured as COM 1 using
interrupt 4.

Any thoughts?
