        I've seen a problem as you describe. The solution was to disconnect
the SMI switch. It should be a momentary close switch, but since the case
did not provide one, I observed that putting the turbo switch (three pins),
the closed pair, stopped the bios. Putting the open pair produced normal
operation, but you could completely stop the PC toggling the turbo.
        It seemed a bios bug.
