After you have a good electrician check the grounds at the plug you are
using,  static buildup is probably your culprit, particularly with some
types of carpeting.

In this case, you can get anti-static sprays commercially,  but in all
honesty I have found that if you take most any anti-static clothes
softener like sta-soft, mix it with about 4 parts water (1 cup softener -
4 cups water), and spray the mix on the carpet around your computer with a
little hand sprayer, the problem will be solved for several months.

Note: just get the carpet slightly damp, not wet.

This will do a better job than the commercial anti-static sprays,  and is
not only cheaper,  but you probably already have it at home.

One other thing,  try going barefoot,  or at least use footwear that
doesn't give you static jolts elsewhere.    Good Luck.
