Thanks for the input. Turns out to be a faulty CDROM drive.  Odd though. 
It's the CDROM I used to load the OS.  But it was messing up the IDE 
channel.  Must have failed while I was using it. Replaced it and everything 
works just fine.

Hi Russ,

It sounds like it is defaulting to a LAN boot because it has no other valid
boot device available. Make sure the hard disk is recognized by the BIOS. If
not, then it may not have a valid bootload on the disk. To see if it can
boot from another source, trying loading a bootable CD or floppy. If so,
then the upgrade may have failed and left it unbootable. If you boot from
the WinXP disk, it may be able to repair the disk. If not, a fresh install
may be required.

I have a Dell Optiplex GX1, 500 MHz P3, 256MB RAM.  Win XP loaded as an
upgrade from Win 98.  It insists on trying to boot from the LAN, loads 3 Com
PXE LANworks whether an ethernet cable is connected or not.  I have tried
all the boot sequence options - CDROM, floppy, hard drive only, boot list -
and they make no difference. The LAN connection is on board so I can't
remove it. Wake on LAN is disabled in the setup menu.  I don't see any other
options there that could help. How can I get past the LAN boot so XP will
load?
