Win98SE incomplete shutdown

I have a 6.0 gig. hard drive with Win98se that does not want to shut down
properly.

With Msconfig set -- advanced -- "fast shutdown" set at "disabled" it freezes
at --
windows is shutting down. and will not continue.

With Msconfig set -- advanced -- fast shutdown "enabled" it quickly shuts
down -- without showing "it is ok to shut down windows"  then immediately
"reboots" ?

Can someone please give me a clue ?
