I think your problem may lie elsewhere. The Format command does not need the
/s for installing the OS. I have never used the /s when formatting and have
never had a problem installing my OS. However, if you want the /s, you can
format again using the Windows98 Startup Floppy disk. This floppy, that is
usually made when you install Windows, contains the Format command. I would
like to know what steps you took when trying to install your Windows after
the Format.
