Jim,

Windows9x will work just fine for a small network such as you have.
On the hardware side, you are right at the limit for UTP, I suggest
you install fiber between the buildings.  It's expensive, but the
reliability, integrity, and resistance to noise, lightening, etc.
make it a wise choice.
