It sounds like you're using the WIN ME startup disk.Since Windows ME boots
directly to Windows (no longer to MS-DOS first), the /s command for copying
the system files has been eliminated. Just leave off the /s and it'll format
fine.
If you're trying to install WIN 98, you'll either have to get a WIN 98
startup disk or find a floppy containing the system files and do a manual
DOS copy.
