Or, I suppose it could be the charging circuitry.  Getting the unit apart to check it with a voltmeter is another problem - the unit is very compact, 2.5lbs and about 1-1/2" thick.  It was made by Twinhead but they don't have a service manual for it.  It is not obvious as to how it comes apart. . .
