There is the general culture to work with Win9x:

First of all you should have the RESTORE folder on your HDD, where you
copy the REGISTRY files: System.dat and User.dat.
Second, before any fundamental changes in hardware or software you
should to copy the registry first! You should have the way to go back.

Now, independently of your CPU problem, try to load PC in DOS mode
from system floppy. If it works well, then make clean INSTALL.
Note, that the BIOS should be saved in the "BIOS default". The better
setting will be made afterward!
