I have seen this when the mouse driver is missing, or wrong.
In safe mode you are using a generic mouse driver. I have fixed
this by booting into safe mode, right click on my computer, device
manager, and delete your mouse. When you re-boot, you should see
a 'windows detected new hardware' dialogue, and your mouse will be
installed. If you need/want a fancy driver for scrolling etc, have
it ready. You can also start by running the hardware wizard in
control panel from a normal boot, if you can get there with only the
keyboard. Then delete the old mouse definition after the wizard installs
the correct one.
