There are several ways (workarounds) for this problem. It has been reported
that Norton AV will cause this problem when auto-detect is enabled.

This should be your first approach to the problem and if that doesn't work,
and you are confident (have the know how) about using regedit, first back up
the current
registry, then go to:

HKLM\Enum\Root\*PNP####

where #### is a value which will vary from one system to the next.  Under
each entry, you will find a subkey labelled "0000".

Look for the one which says:

    "Advanced Configuration and Power Management (ACPI) Bios"
                         **OR**
    "Advanced Power Management (APM)"

Change the value of ConfigFlags to 0 (zero)

[ A value of 0x0004 (looks like 04 00 00 00 in regedit) disables* auto
power down. ]

Restart the computer.

You can also try this workaround if you have the original Windows 98 (not
SE), to see if you can get the system to shut down properly by disabling the
Fast Shutdown option. To do this, click on Start | Run and type MSConfig. On
the MSConfig's General tab, click the Advanced button. Find the Disable Fast
Shutdown option and check its box, then click OK.
