There are 2 files in the windows directory

C:\WINDOWS\LMHOSTS
C:\WINDOWS\HOSTS

You can open them up with Wordpad and edit them.  I have seen the
symptoms you describe when these files do not reflect the appropriate
information for the IP addresses.

There are sample files to show what they should look like at,

C:\WINDOWS\LMHOSTS.SAM
C:\WINDOWS\HOSTS .SAM
