If you determine that it is your telephone lines, and I think you are
coming to that conclusion, you could always just add inline plus for
around $6 per month and have the phone company fix your lines, if this
option is available in your area.  They offer that here and the service
calls are free.  I had them out several times.

Have you tried simply using a different phone jack for your modem?  In
mine, the wiring was shorting at one of the jacks.

When you tracked down your connection at the junction box, was it easily
accessible?  Since, as others have pointed out, the telephone uses only
two wires, you could easily switch wires on both ends, the box and the
jack, and see if that helps, try different combinations such as yellow
red, (I forgot the colors, yellow, red, green, brown??) and then the
others, see if that helps.  It must be the same on both ends, junction
box and jack.  To switch wires all you need is a flat blade screwdriver.
It's very straight forward.

I guess if all else fails, you could go get some wire from just about
anywhere, walmart, radio shack, and run it yourself.  The wire is cheap
and you could probably get out of it for less than, 15 or so dollars...


I don't know what else?  Check for interference from lights, printers,
radios, fans, or anything else electrical which may be in the immediate
area.  Sorry, I'm out of ideas.

There is an amplifier for phone lines, the telco uses them all the time,
but I have no idea what, how much, how, and all of that....
