AMD system: great performance at lower price
mobo - ASUS A7V333 (the one with overheat protection)
CPU - 2000+ or 2100+ XP

Intel system: good performance at a bit higher price if you get everything
right, however, with new 133 bus P4 release, there is a big waste to get any
P4 system right now, unless you get the mobo support 133 FSB.
mobo - if you go for RDRAM, get ASUS P4T-E; otherwise, get a good DDR board
eg. SiS645 chipset based (support DDR333), ASUS is very good again.
CPU - 2G+ P4

If you follow Intel patch, it isn't time right now, wait unless large range
of new P4 mobo (support 133FSB) release, and new 133FSB P4 get popular (and
price will be better too).

If you follow AMD patch, just make sure to get quality parts, and you are
ready to rock.

Video card: the best value card at best performance - nothing can beat
Geforce4 Ti4200, you can't go wrong with it. However, new comers are on the
way from nVidia, ATi and Matrox later this year, it may be wise to get a
cheap card to run a little while, and see who comes the best (value &
performance) if you can wait another few months.
