It is practised today. Fluorides to make people passive, and so, easy to  
control; wheat to keep people busy with the resultant troubles and shorten  
their lives, prevents wisdom. Chemicals in the food and vaccines to cull  
the population of the ruled tribe.

It's more profitable to rule them than to kill them.
