Curious, but unsurprising.

During the Carter administration, a law was enacted which allowed the
standard military issue - that being ground beef - to be 40% soy.  This was
touted as a tax saving godsend.

It is interesting to note that this was for all service branches except the
submarine force.  That is because soy tends to cause flatulence.
