Your local, friendly super-power federal government of course!

Some vegan or vegetarian or somesuch stuck the USDA database into a
Microsoft Excel spreadsheet.  But I can't find it on the internet
anymore, but am fine with people downloading it from me until that old
page is found...

Furthermore, I have fairly good conversion software and might be able to
get it to work on other formats.
