Sorry this reply is a bit late...

I got some tasty, though very hot, red chili powder at the growers market last
year and keep most of it bagged up tight in the freezer. Here in New
Mexico, we
grow tons and tons of chili, often obtainable roasted on the spot (for
example,
at a local enthic-oriented grocery story or at the growers market), or dried
and ground fresh. Also one can choose from green (hotter, not quite ripe) or
red (ripe, somewhat mellower).  One good thing about this year's drought is an
expected bumper (BIG) chili crop :)

I can't imagine local packagers using additives if only because they don't
expect the packages to sit on the shelves for a long time.
