The high-intensity training theory definitely points out that SOME people do not
need this recuperation, and you can view those sorts of people at Mr. Universe
contests.   (And, of course, not everyone with that sort of recovery ability is
doing competitive bodybuilding.)

The point is that people used to imitate the workout schedules of competition
bodybuilders -- even though most people don't have that sort of recovery
ability.
