At schools in my area it is mandated by the school.  If your child
brought things made from home, they would likely not serve them to
anyone but your child.  It is also a county health department mandate.

It has nothing to do with allergies but how the food is prepared
(cleanliness, adequately washed kitchen, hands, etc.)
