Le par. 91 in Interlingua Grammar dice:

The infinitive is used to express general orders, prohibitions etc.
    Non fumar! Don't smoke!, No smoking!
    Non sputar super le solo! Don't spit on the floor!
    Tener se al dextra! Keep to the right!
