Newspaper editor arrested and charged with sedition for accusing  
state governor of corruption

Reporters Without Borders called today for the release of Jerome  
Imeime, the editor of Events, a privately-owned weekly based in Uyo,  
the capital of the southeastern state of Akwa Ibom. Imeime was  
arrested on 10 October by members of the State Security Service, the  
main domestic intelligence agency, for criticising the state's  
governor and was charged six days later with "sedition" by an Uyo court.

"It is still impossible to publish information that upsets state  
governors in Nigeria," the press freedom organisation said. "What's  
more, Imeime has been charged under a retrograde law recalling the  
worst moments of military rule. He must be freed at once or Nigeria's  
democracy will have to publicly accept that it has taken a big step  
backwards."

An eye witness said Imeime was beaten at the time of his arrest while  
attending a religious ceremony in Ibom Hall, in Uyo. Thereafter his  
location was unknown until he was taken before a judge in Uyo on 16  
October and charged with sedition. He was remanded in custody as soon  
as the charge had been read out. According to local journalists, his  
trial has been set for 16 November. Events has not appeared since his  
arrest.

Imeime was arrested because of a front-page story accusing Uyo  
governor Godswill Akpabio of using public funds to pay off his  
election campaign debts. Headlined "Akpabio Finger Treasury," the  
story also alleged there had been corruption in the allocation of  
contracts for road building. According to the privately-owned daily  
Leadership, Ibom state commissioner of information Census Ekpu denied  
these claims and insisted that the governor played no part in  
Imeime's arrest.

The is the second time this year that Events has been in trouble. In  
June, around 15 gunmen ransacked the newspaper's printing plant and  
seized 5,000 copies of an issue referring to Akpabio's indictment by  
a commission of enquiry. Witnesses said one of vehicles used in the  
raid belonged to the local government, but the authorities denied any  
involvement.

Un rédacteur en chef arrêté et inculpé de "sédition" pour un article  
accusant un gouverneur de province de corruption

Reporters sans frontières demande la libération de Jerome Imeime,  
rédacteur en chef de l'hebdomadaire privé Events, arrêté le 10  
octobre 2007 et inculpé de sédition six jours plus tard par le  
tribunal de Uyo, capitale de l'État d'Akwa Ibom (Sud-Est).

"Il n'est toujours pas possible, au Nigeria, de publier des  
informations dérangeantes pour les gouverneurs locaux. De plus,  
Jerome Imeime a été inculpé en vertu d'une loi rétrograde, rappelant  
les heures noires des régimes militaires. Il doit être libéré  
immédiatement, faute de quoi la démocratie nigériane devra assumer  
publiquement d'avoir fait un grand pas en arrière", a déclaré  
l'organisation.

Jerome Imeime a été arrêté le 10 octobre 2007 par des agents des  
services de renseignements intérieurs, le State Security Service  
(SSS), alors qu'il assistait à une cérémonie religieuse, au Ibom  
Hall, à Uyo. Un témoin oculaire a rapporté qu'il avait été brutalisé  
avant d'être emmené vers une destination inconnue. Le 16 octobre, il  
a comparu devant un magistrat, qui l'a inculpé de "sédition". Le  
journaliste a été écroué à l'issue de la lecture de son acte  
d'accusation. Son procès a été fixé au 16 novembre, selon des  
journalistes locaux. Events n'est pas paru depuis l'arrestion de son  
rédacteur en chef.

Le journaliste est poursuivi pour un article publié en Une de Events  
et intitulé "Akpabio Finger Treasury", affirmant que le gouverneur  
Godswill Akpadio utilisait les fonds publics pour régler certaines  
dettes personnelles contractées pendant la campagne électorale.  
L'article faisait également état de faits de corruption dans  
l'attribution de marchés publics. Le Commissaire à l'Information de  
l'État d'Akwa Ibom, Census Ekpu, a démenti ces allégations, ainsi que  
toute implication du gouverneur dans l'arrestation de Jerome Imeime,  
d'après le quotidien privé Leadership.

C'est la deuxième fois cette année que Events est la cible des  
autorités. En juin 2007, quinze hommes armés avaient vandalisé  
l'imprimerie du journal et confisqué environ 5000 exemplaires d'une  
édition mentionnant le réquisitoire dressé à l'encontre du gouverneur  
Apkadio par une commission d'enquête. Des témoins présents au moment  
de la descente avaient affirmé que l'un des véhicules utilisés  
appartenait au gouvernement, mais les autorités avaient nié toute  
implication dans ce raid.
