thanks for your reaction. I see no contradiction in my rendition. I did 
make a qualifier that you must follow the sequence of the accronym. I 
believe Mr. Nyang's presentation was more a matter of style, to accentuate 
the key issues to be addressed. Once we accept the accronym, we must also 
respect how we apply it, hence following its sequencing. your 
interpretation (or understanding)) of SWOT is very narrow. Of course, you 
can apply it to entities in the making. There are basically two ways that 
come to mind. One, where an existing entity has been taken over and is 
being overhauled or recreated. The second is where a new entity is being 
created. The broader application of SWOT relates to this situation also. 
For example if we agree that SWOT is an appraisal system, it also applies 
to projects which are being formulated, as they are also entities in the 
making. In respect to the use of the word 'avoiding', you can indeed, avoid 
a natural cause. For instance, in the aviation business, weather men 
forecast storms and their path and pilots are informed. This knowledge (or 
information) enable them avoid the storm's path. with respect to 
weaknesses, I did say where a value for money matrix determines 
economic/financial feasibility, then obviously, you are better off applying 
its outcome. But these are more a matter of nuances. I was perhaps brief on 
the more important issues, namely, the bumster and child sex issues. I 
would have loved to see some reaction suggesting, for example, an IEC 
strategy (information, education and communication) as an effective way of 
sensitising the community to be vigilant, and, educating them of the 
dangers inherent in encouraging children to go and 'make friends' with 
Toubabs. Thanks.
