As far as I remember, sending attachments option have always been
disabled on Gambia-L. This is not new. You can still share stories
from other sites verbatim without sending them as attachments.
Consider copying and pasting in your message or sending the links to
the story instead. I would still suggest you check your AOL settings
as they may have changed since resetting your mail box as you alluded
to earlier.
