Hamjatta, Thanks for Martin Wolf's article on the current debate between not
only the World Bank & National Governments vs NGOs. Please check yesterday's
FT June 20,2000, there is an article by Micheal Edwards, Director of the
Ford Foundation under the heading;MAKE THE PROTESTERS ACCOUNTABLE. Below are
excerpts:
"Luddites, extremists and the leftover left; unaccountable interest groups
that undermine the authority of elected officilas; armchair radicals from
the rich world who have no right to speak for the developing-world
poor-since the battle of Seattle, critising NGOs has become a favourite
pastime of government officials, business and the media."
"It would be wrong for NGOs to dismiss these claims as ill-informed an
d
self-serving.  NGOs must build their own legitimacy by pushing through
much-needed reforms in their own community." Mr. Edwards proceeded to
advocate for reform in the interest of transparency and accountability
within the NGO community. "Unlike governments (which must face elections)
and businesses (which must face their shareholders),NGOs report to boards of
trustees that exercise only a light form of oversight."
