The "Chicken Has Come Home To Roost"!  May be those that came to bat for
"Mr. Software Engineer Jarju" can come out and bat for him again.  Others
were redeployed, but he was fired.  Not that the manner in which he was let
go made any difference, but for those that accused some of us of being
jealous and all what not, when we talked about his offer by Yaya, what do
you have to say about this turn of events?  You are either with Yaya or your
Softie Expert?  Your pick.  I await to hear news about Ams J and Morro
Sanneh (uncle/Koto Sidi to some of you), it's just a matter of time.  Well,
may be Mr. Softee will come back to the US to tap into his Life Time Account
(401K or 403b investment account, for those in the know).  Life Time
Account?  Boy, some folks know who to work their way through a crowd!
Quoting Mafy's favorite phrase "The Boys are working for the Country"?  I
bet you, you were too!

Tombong is also a casualty in this recent Midnight Parade.  I just hope all
these guys and many more in that 38 person round up will smell the coffee
and do the right thing and speak up.  For God's sake, Yaya is the biggest
thief in the Gambia and Tombong, Mafy, Hydara, and countless others know
that.  Why would you allow him to railroad you, when some of you were his
emissaries in his fraudulent schemes.  Have a bone in you for a change and
stand up.  Whether you speak up or keep quiet, some of you are going to join
Baba Jobe, so why the silence?  You might as well even the score with Yaya
as you take up residence in Baba Jobe's hotel.  I see that Sock and some
Sambou character are favored for the musical chair.  It's just a matter of
time before they also get set for their due.  The end is really near for the
Mad Dog of the Gambia and his sycophants.

Cabinet reshuffled, perm secs fired

President Yahya Jammeh on Thursday fired Sheikh Tijan Hydara and Manlafi
Jarju from their positions as attorney general and secretary of state for
Justice and secretary of state for Local Government and Lands respectively.

Raymond Sock, the solicitor general and legal secretary, and Ismaila Sambou,
a native of Darsilami village near Brikama, were the same day appointed to
the positions of attorney general and secretary of state for Justice and
Local Government and Lands respectively.

The sacking of the two secretaries of state came in the wake of the
execution of the recommendations of the recently submitted report of the
anti-corruption commission of enquiry headed by Justice MA Paul.

In receiving the report on Monday, President Jammeh was quoted as saying
that there would be no sacred cows in the execution of the commission’s
recommendations which he vowed to act upon with immediate effect. A press
release issued by the Office of the President Thursday evening states:

In exercise of the powers conferred on him under sections 71(1) and 71(3) of
the Constitution of the Republic of The Gambia, His Excellency the
president, Alhaji Dr Yahya AJJ Jammeh, has with effect from today, 24 March
2004, appointed Mr Raymond Sock, Solicitor General and Legal Secretary, as
attorney general and secretary of state for Justice and National Assembly
matters and Mr Ismaila Sambou of Darsilami village, Western Division, as
secretary of state for Local Government and Lands. Mr Raymond Sock and Mr
Ismaila Sambou assume their portfolios from Mr Sheikh Tijan Hydara and Mr
Manlafi Jarju respectively who have been relieved of their appointments with
effect from Today, 24 March 2004 in accordance with sections 71(4)(b) and
71(5) of the Constitution of the Republic of The Gambia and in the light of
the investigations and findings of the presidential anti-corruption
commission of inquiry into the assets, properties and activities of public
officers from the period 22 July 1994 to 22 July 2004.

In further exercise of the powers conferred on him under section 71(1) and
71(3) of the Constitution of the Republic of The Gambia, His Excellency the
president, Alhaji Dr Yahya AJJ Jammeh, has with effect from today, 14 March
2004, reconstituted his Cabinet and restructured portfolios by the following
appointments:

(1) The Honourable Capt (Rtd) Edward Singhatey as secretary of state for
Forestry and the Environment.

(2) The Honourable Bai Mass Taal as secretary of state for Fisheries and
Water Resources.

(3) The Honourable Mousa Gibril Bala-Gaye as secretary of state for Foreign
Affairs.

(4) The Honourable Sidi Morro Sanneh as secretary of state for Trade,
Industry and Employment."

Mass sacking
Meanwhile, top senior government officials including four permanent
secretaries have been sacked following their indictment by the Paul
Commission as being corrupt.

A press release issued by the Office of the President Thursday morning
stated that the dismissal of these officials was one of several steps that
would be taken against corrupt officials. The release added that steps will
also be taken to restitute to the state coffers, illegally acquired assets
and amounts of monies found in the bank accounts of corrupt officials who
could not account for them. The release states:
"Based on the investigations and findings of the Presidential
Anti-Corruption Commission of Inquiry into the Assets, Properties, and
Activities of public officers from the period 22 July 1994 to 22 July 2004,
a number of currently serving officers have been dismissed because of
reasons of being found to be maintaining standards of living not
commensurate with their past and present emoluments and also being in
control of pecuniary resources disproportionate to their past and present
income as their expenditure exceeded their income from all known sources. In
some instance, officers refused to produce vital information when asked by
the commission, including comprehensive bank statements and further refused
to provide full information on all their valuable properties and portrayed
demeanour before the commission of persons with something to hide. Those
affected include four permanent secretaries and a divisional commissioner.

In another instance, a project manager was dismissed for obtaining money
from illegitimate sources for the construction of buildings in addition to
maintaining a standard of living and being in control of pecuniary resources
not commensurate or proportionate to his past and present income.

Two senior management officers of the Central Bank of The Gambia have been
dismissed for the above reasons and one of them was found to be corrupt and
being involved in Bureau de change operations leading to huge indebtedness
to the Central Bank. The two officers cannot also account for huge resource
inflows into their bank accounts which were concluded to be from
illegitimate sources.

Four senior officers of the Customs and Excise Department have been
dismissed for similar reasons of maintaining standards of living and being
in control of pecuniary resources not commensurate and proportionate to
their past and present emoluments and income. One of them has huge sums
registered in his infant child’s savings account considered to be from
illegitimate sources.

Five senior officers of the Kanifing Municipal Council, Banjul City Council
and Brikama Area Council were similarly dismissed and some were found to be
corrupt and completely used their office to enrich themselves.
The dismissal of this number of officers is only one step in the actions
that will be taken against them including restitution to the state coffers
of amounts of money found in their accounts that they cannot account for and
considered illegitimate and other assets considered acquired with illegal
funds."

The Daily Observer has learnt that among the sacked permanent secretaries
are Karamo Bojang of Finance and Economic Affairs, Essa Khan of Health,
Ousman Jammeh of Agriculture and Abdoulie Mam Njie of Tourism and Culture.
