When you use quoted speech inside the quoted speech, you use 
apostrophes to enclose the quotation within the quotation. I think 
the British do it the other way around, though.

What I do not know is how a third level of quotation is indicated but 
I think that was not being asked. <g> - I assume you Braille people 
are doing this the same way sighted people do.
