Eureka!  I got it to work, finally.  All I had to do was listen very
carefully to every frame and button on the page and figure out that
"api-bin/viewbook.dll?infobaseequals 24063.nfoneb equals
2120349nclientidequals(numbers
omitted)recordequals(numbersomitted)andsoftpageequalsnext" means next page.
 I am no computer guru, but have you considered changing the alt text tag
on that button to read "next page"?  Or, at least adding something upfront
telling screen reader users that they have to listen through that long
string to hear the next page part.  I am copying this to a listserv I'm on
about electronic access, so maybe everyone won't have to figure this out
the hard way.
