program is to support innovative projects that enhance the
educational services provided to Native Hawaiian children & adults.

Eligible Applicants: Native Hawaiian educational organizations,
Native Hawaiian community-based organizations; public & private
nonprofit organizations, agencies, & institutions with experience

improve the results of education & early intervention for infants,
toddlers, & children with disabilities.

Eligible Applicants: State educational agencies (SEAs), local
educational agencies (LEAs), institutions of higher education
(IHEs), other public agencies, nonprofit private organizations,
outlying areas, freely associated States, & Indian tribes or tribal
organizations.
Estimated Available Funds: $700,000.
Maximum Award: We will reject any application that proposes a
budget exceeding $700,000 for a single budget period of 12 months.
The Assistant Secretary for the Office of Special Education &
Rehabilitative Services may change the maximum amount through a

application that proposes a budget exceeding the maximum award for
a single budget period of 12 months. The Assistant Secretary for
the Office of Special Education & Rehabilitative Services may

Register.
Estimated Number of Awards: 38. Contingent upon the
availability of funds & the receipt of a sufficient number of
meritorious applications, we intend to fund at least 38 awards in
the areas of innovation research, model development, & replication
& scale-up. Given a sufficient number of approved high quality
applications, we intend to fund at least two Model Development
projects that would develop effective models for ensuring the full
& effective participation of parents in systemic efforts to improve
outcomes for children with disabilities under IDEA & the No Child
Left Behind Act of 2001 (NCLB). These models, in addition to the
previous requirements, must: (1) Prepare parents to assume
collaborative leadership roles as members of local & State
education policy forums such as NCLB school improvement teams,
local & State level advisory groups, special education advisory
councils, & other coalitions designed to improve educational
results; (2) include opportunities for parents to learn & apply
collaborative leadership skills in real settings; & (3) include
parent membership organizations & other organizations in the
development, implementation, & evaluation of the models.
