The  MS Speech Server allows you to develop speech applications to
integrate with existing or new web pages.    I'm wondering how difficult
development is and how effective the applications actually is.

Are you talking about the Microsoft speech recognition?  I have worked
with this and would be happy to share information if this is the
question.
