Since three years I develop "SeebyTouch". Here a short description:

SeebyTouch is the unique open source tactile vision substitution
system available! It's made to feel pictures. By the use of the
software and the construction manual it is possible for everyone,
to get pictures over the tactile sense! SeebyTouch is available
for 10 operating systems - and it is free of charge!
