Such a system already exists: it's called Keynesian economics.
Unfortunately it requires a gov't to pull off. Under your system what
entity would distribute the spending money? Why would it? Where would
that money come from, if not the printing press (=hyperinflation
ultimately) or taxes? The devil is in the details--and we're not even
past the broad outlines yet.
