Your argument is counterfactual and does not address the need for policies
concerning this problem.  Obviously, starving people are not going to seize
the means of power for controlling the decision-making process.  Hence, the
onus is upon those who are capable if the political-ethical capability is
even within the human purview.  Decision making processes can lead to large
scale poverty; therefore the importance of competency.
